Well, Potlach is basically "online", meaning it doesn't have to "download" anything. It can thus display whatever it wants from the planet.

Merkaartor can only work on data that the user has deemed usefull to download...

If you are in an area with lots of cycle routes, like London, or you
hit the UK's National Cycle Network route 1 for example, you don't
want to go and have to download everything in all the relations in the
current bbox in advance. You should be able to select a relation and
then say download all the objects in this relation.
