I have noticed that in the git log, you wrote :
FIX : Cadastre issue with 1 digit departement
There are no "1-digit departments" in France, the first 9 departments
must have a leading zero. The four overseas departments have 3 digits
(971, 972, 973, 974). In 2011 there will be a fifth overseas department
(Mayotte).
