I have tried 'open' and 'import' but merkaartor says "foo.dxf could not be opened." I also tried importing it to inkscae and exporting it to .svg format, but that is not readable by merkaartor either. Indeed there is a list of supported filetypes shown on the import tool Supported formats (*.mdc *.gpx *.osm *.osb *.osc *.ngt *.nmea *.nma *.kml *.shp *.gml *.csv) and the only one I have ever heard of is .csv -- though I cannot imagine how to export to that without writing a script using awk or sed or whatever.
