Sure, here you are: http://merkaartor.be/files/merkaartor-0.18.2-74-g2bc386b-32bit.exe I won't be releasing a portable version (I didn't even know it existed) for now, but if there is demand for it, I'll look into it. You can install Merkaartor on a flash drive and have a crude portable version, but your settings will still be stored locally. Btw.
