They are on the honor system, at least for the mers package.  That's
because the source code to generate the security code must be secret;
if the source code were available, someone could add it to any program
and the result would appear to be legitimate no matter how the residue
was generated.  PrimeNet goes a step further and adds a random value
to the bytes checksummed by the security code.

This means that adding PrimeNet support to the mers package programs
is presently impossible, at least in the sense of verified-by-
security-code results, since I have no way of compiling the package
anywhere but my Intel Linux box and have no way of distributing
binaries (executables) even if someone else compiled them for me.

But I am finally looking at adding PrimeNet support (without security
codes) to the mers package programs.  Don't expect anything soon,
though.
