utility displays a window showing all Processes running in your machine giving
their Identity, %CPU, Accumulated CPU, # Threads, Type and Path.

It can be downloaded as part of the "Windows 95 Kernel Toys Set" from:

  http://www.microsoft.com/windows95/downloads/contents/wutoys/w95kerneltoy/

Downloade the self-unzipping file "W95KRNLTOYS.EXE" into some Temp directory.
Double-click to unzip the contents.  Instructions are in wintop.txt - viz:
Right-click the "wintop.inf" file and select "Install".  I keep my short cut 
under Start/Programs/Accessories/System Tools.

I find it quite invaluable in investigating these type of situations.  You can
fire it up in a few second to investigate some anomalous behaviour or leave it
running in the background continuously where it consumes about 0.5% CPU time.
