Its probably a power supply and local ground related issue.

One workaround would be to disable the onboard video and use a AGP card (if
thats an option on your particular Optiplex, there are a few different models)

We had some gateway systems that chirped like a little cricket when running
LL tests.  I think these were P5-133 generation machines.
