This is what the whatsnew.txt file has to say about starting at bootup:

    "On a Windows NT/2000/XP system, if prime95 is run by a user without
    administrator privileges then prime95 cannot install itself as a service.
    Thus, the Start at Bootup option will set prime95 to run at login time
    rather than bootup time."

Does this apply only to installs on Win2K systems where you DONT have admin access? In 
other words, when you install 22.10 on system where you have admin rights, does it 
truly install itself as a service and run at bootup on that system, even if no one is 
logged in?
