Could someone explain this observation?

As far as I know, always the smalles available exponent gets assigned.
Everyday at 6:00 UTC expired exponents are added to the list of available
exponents, these get assigned during the next few hours.

But there are some exponents listed as available that seem not to get
assigned. E.g. for double checks in the range 8000000-8299999 there are
26,8,2 exponents listed as available, and this doesn't change

Similarly for 1st time tests and factorings.

What are those exponents and what is happening with them?
