I don't think it should be really any to any, unless I'm missing something it should be only formats which have the same number of channels and the same number of bits per channel (this is what the DX10 "typeless" formats are compatible with). That said, we might want to introduce some cap bit for drivers which can't do that and only really can handle X8->A8 and similar, this is functionality which should not be needed by the mesa state tracker AFAICT.
