Hang recovery is kernel functionality, not Mesa. There can be Mesa drivers for
HW with experimental kernel drivers, which don't have reliable hang recovery
yet (and HW could be buggy too).
It would be interesting to know which of the current (kernel) drivers have
known non-recoverable GPU hangs though.
