I didn't see any issue when I was testing Tahiti and Hawaii on amdgpu. radeon is too unstable for a 16-thread piglit, so I never use it.
You can try to set reg_saved = 0 in si_begin_new_gfx_cs. That should prevent issues with CLEAR_STATE.
