1. glGetTexLevelParameteriv() wasn't fully implemented; it didn't return
the right results when querrying texel component bit sizes.  Fixed now.
However, the 3Dfx driver should be updated to set these fields
appropriately in the gl_texture_image struct.

2. Separate specular color interpolation wasn't implemented for
lines.  It mostly is now.  The a new problem in the transformation
code which prevents testing.  Keith, I'll send a test program.

3. I moved some of the recent top-level GNU-ish files into the docs/
subdirectory.  Again, I'd like to reduce the number of top-level files
in the Mesa tree.  Also, having the GNU COPYING file in the top-most
directory could deceive someone into thinking that Mesa is still GNU
software.
