I assumed that was the intention.  After all, that's why we put the fog
option business in the ARB_fp spec.  I didn't realize that we actually
had hardware that did it.  Any idea why it was never supported in i915?
 Did it just not get to the top of someone's todo list, or was there
some difficulty getting it to work?

Does r300 have fixed-function fog with shaders?
