Make ExecutorInfo more rich

To make ExecutorInfo more useful without an awkward boostrapping process
(fetching a script that fetches and runs the real executor with parameters) it
would be nice if ExecutorInfo supported this directly.
Some thoughts for improvements to ExecutorInfo proto message:
- make 'uri' a repeated field to allow for multiple artifacts
- add a 'command line' field that explicitly dictates the full command to run
