Master should take a list of whitelisted slaves, and only send offers to 
frameworks for these slaves.

Deployment is one of the scenarios, where this option will come in handy. For 
eg: when deploying an upgraded mesos that is incompatible with the currently 
running version in the cluster. The whitelist option allows us to selectively 
whitelist a (rolling) batch of upgraded slaves, so that new tasks are only 
scheduled on them.
