Summary: Master doesn't recover resources when executor exits

When an executor exits, the master should send a resourcesRecovered() message
to the isolation module. But it never does, which results in artificial
depletion of resources of the slave over time.
At Twitter, this manifested as framework not receiving big enough resources to
schedule tasks.
