Oops, I forgot the crucial step of updating the files on the apache org server.
The process is described here

Unfortunately, last time [~benjaminhindman] did this he left the permissions
too restrictive so that I can't do it myself any more (see below). Ben can you
ssh into people.apache.org and svn update inside
/www/incubator.apache.org/content/mesos and make sure the file permissions
allow ug+rw please?
