1) We use the Apache ReviewBoard: https://reviews.apache.org/groups/mesos/
2) This is a topic for MESOS-427, but I can imagine using the external test
facilities of mesos. (e.g. balloon_framework_test.sh, etc). I think benh will
have a better idea, since I know little of mesos-submit.
