Sorry, I was basing that on the fact that ASSERT_FUTURE_WILL_SUCCEED doesn't 
sound like it would wait, and replacing it with AWAIT_UNTIL seemed to fix the 
problem. However, I have not been able to reproduce the fix, so apparently I 
was wrong.

This is still an issue, though, so to expand a little on what I'm seeing: I'm 
certain that no hierarchies are being mounted except by running the tests. Test 
failures are nondeterministic, and in fact I can run the cgroups tests 
repeatedly and have a different random set of tests fail each time, though it 
seems to only affect the CgroupsAny* and CgroupsNo* tests.
