Saw this in production at Twitter.
Executors had pending updates due to an edge case that wasn't handled in the
slave/status update manager, when it receives 2 different terminal updates. The
reason the slave received 2 terminal updates was because the extra one was sent
by an out of band executor (used for state reconciliation).
