Great! We definitely need to consider smarter scheduling policies here, but 
there are definitely many things we can do. I think the first step will be to 
add a little bit of infrastructure so that we can easily decide which 
scheduling policy to use when starting the scheduler. Can you start a 
discussion on the mailing list with regards to that?
