I had a lot of discussions on Twitter today I hope I can move here
regarding the development of a standard for next-generation encrypted
messaging, particularly of the variety that supports async/disconnected
(and thus Smartphone/IoT) use cases. Clearly the Signal protocol seems like
a great starting place, although I was talking to some Matrix developers
about their Olm and Megolm protocols as well.

As far as I know, there is not presently an IETF WG in this area (I would
expect it to be in "sec"):

If people are interested, the next steps would be confirming actual
interest in the form of people willing to actually attend an in-person IETF
event, and request a Birds-of-a-Feather (BoF) session at an upcoming event.

I expect some will say it's too early to do this, but the IETF moves at
something of a glacial pace, and there is already some "rough consensus and
running code" in this space, along with what seems like a decent amount of
interest.
