Over here, discussing ideas in private is not a crime, but using malware to control a community is. As laws get more oppressive we also don't want to assume that breaking them is a bad thing when they aren't themselves good. Civil rights over here were only made by civil disobedience, which landed many in jail and some in prison for life.
