[Franklin] I think PR bumps are really needed if something has changed in the
recipe that you would want everything to be rebuilt. Since your simply changing
the fetch location (im assuming the code is identical) then people who already
built this package wouldn't need to rebuild anything and people who haven't
built this package will use your updated location.
