It seems to me there are a great deal of variables it can't really account for. But independent of that, I don't think we want to use initscripts that run at every boot to dynamically overwrite configuration files. We should have a higher level design and planning discussion before we start creating one-off solutions for each config file. I suspect if we decide to have some kind of a runtime config, we'll want a run-once mechanism, or possibly something that runs in the installer, not at every boot.
