Did you try the steps in the page?

. Create file meta-intel/common/recipes-kernel/linux/linux-intel/ixgbe.cfg and 
add below kernel configs to file ixgbe.cfg:
CONFIG_IXGBE=m
CONFIG_IXGBE_HWMON=y
CONFIG_IXGBE_DCA=y
CONFIG_IXGBE_DCB=y
CONFIG_IXGBEVF=m
......

IXGBE is by default disabled in kernel config, thus you will need to perform 
additional steps to enable it. 

On the other hand, IXGBE is available as OOT package as well, but the catch in 
Rocko is, the version was 5.1.3 which doesn't have support to the 4.14 kernel 
then, thus IXGBE OOT won't be built if the kernel version is 4.14.
