I recall that the rosout is not built occurred, when the CMAKE_PREFIX_PATH is
not set. As your update_bash funftion does not export this variable in the
bashrc, I expect that the variable is not set in the bash environment,

I assume you are missing the export in the line above causing the error:

The export is missing when you write your bashrc file:
