Because meta-yocto layer.conf does:
BBPATH := "${LAYERDIR}:${BBPATH}"
While meta-ti layer.conf does:
BBPATH .= ":${LAYERDIR}"
So regardless how you order it, you get BBPATH that looks like:
meta-yocto:meta:meta-ti
Which guarantees you the beagleboard.conf from meta-yocto.
