OK, I use a manually created boot.scr and ahve my board booting.

The question is, how do we add custom boot.scr, in my case to enable
using the SD card as a root file system, to meta-xilinx. I'd like to
avoid being forced to create my own layer just to use wic and a custom
boot.scr to run the zedboard entirely from an SD card.

Do we add more variables, settable from local.conf/distro.conf, to
control how boot.scr is created?
