I found that Russian doll, but I cannot figure out what to do with it. There's a git tarball in there that looked promising but didn't work. What's the next step after download? Which hidden file is the key to actually getting libmali?

Where's the actual file it's looking for?

Yeah we hit a wall on every upgrade of libmali and the instructions did not 
work for us. I ended up manually downloading the ridiculously Russian Doll of 
an archive you can find here:
https://www.xilinx.com/products/design-tools/embedded-software/petalinux-sdk.html#licensing

(Really, open it and look how you can find git repos inside git repos, 
replicated multiple times... I'm sure there is a reason for this, but it is 
still quite funny.)

I had then pushed the bare repo found inside to our internal gitlab.

But now, you got this for the r9: 
https://github.com/Xilinx/mali-userspace-binaries

You can use 
8dbc8be92ec24c77d61d9692985db64da3a9fee0..fe4019b68a0b32ea7500df633f7689b220eedd3b
