Some of the stuff requires the meta-xilinx-tools to be available. Assuming that is, I'm not sure what might be wrong. I've been focusing time recently on the gatesgarth (and master) versions. Both the SPL and boot.bin flows. Looking at your config, I don't see anything obviously wrong to me.
