I'm sorry it's taken so long for me to reply to this.

It looks like it was an oversight on our part, there should have been an included reference in the 'xsct' tarball with either a copy of the file or a reference to the correct URL. 'xsct' is under the same license as the Vitis tooling.

Specifically you can go to the following URL to get the license for that 
component.

I've opened a defect (internally) so that this gets corrected for the next release. I will also update the README.md file you referenced with this as well.
