I tried to update to xlnx-rel-v2022.1_update2 from xlnx-rel-v2021.2 and it

It occurred to me you are coming from 21. meta-xilinx-bsp has been split into two parts. meta-xilinx-bsp covers specific boards, while metea-xilinx-core covers everything required for a Xilinx SoC/FPGA. So if you are developing your own boards, there is no reason to include meta-xilinx-bsp anymore. It can be used as examples (which are frankly pretty out of date in 22.1, we're working on that.)

Verified it's there in both rel-v2022.1 branch and the xlnx-rel-v2022.1_update2
tag.

I'm not seeing it missing. Are you looking in the correct layer?
meta-xilinx-core?
