We're in the middle of some internal milestones right now. I should be able to
get to this soon, I hope.
Either the code in that block is going to get merged into the base
fsbl-firmware, or it's going to get moved under a dynamic-layer so it only
activates when the layer is present.

from that layer. If not, it belongs in a dynamic-layer where it only loads
if meta-xilinx-standlone is part of your build.
Did you decide upon whether or not you would consider the above a bug? If so,
any expectations on when we can expect the bbappend moved/removed and the
layer-dependency accordingly?
