I've replicated it in master using DISTRO=xilinx-standalone and a microblaze
target.
MACHINE=microblaze-generic DISTRO=xilinx-standalone bitbake meta-toolchain

We're up to date as of Scarthgap (Poky) from Monday. (This was pushed today.)
Again, we're not really building too much baremetal, only Linux at this point.
In the future (sometime around Scarthgap release) we'll be moving to doing more
full baremetal building that will better test this. I'm in the process of
setting this up now, but won't be able to release all of the code until the
Vivado 2024.1 release is public. But I can certainly make available newlib and
other fixes as I find them.
If you have any suggestions or patches, I'm also open to them here.
