One radical possibility is: convert each image to a single-frame
videoclip, and play them at the locations of their respective buttons.
If the button sizes change, you could calculate the percent of change
and scale the clips to match. 

You can also scale PostScript files, but I haven't used those features
of MC so I won't say any more about that :o)
