HI studies show that having a menu bar at the top of the monitor is 
better than anchored to the top of a window (one of the few cases where 
Fitt's Law becomes less a law and more of a hypothesis <g>).

MS has one of the most well-funded usability labs in the world, but 
little evidence in their products.
