One possibility is that it's finding mctools.mc in one case but not
the other, possibly because of where the file is installed.  Better
test it on your own system with all copies of mctools.mc renamed to
something else.

Driver problems are not uncommon on Windows, but seldom result in the
total failure to display an image.  Wrong colors, clipped images, or
crashes that point to "somefile.DRV" are more common.  Installing
DirectX isn't likely to have any effect unless that also upgrades the
driver version.  A better thing to try is to set the hardware
acceleration to its lowest level in the Display and/or System control
panel.
