I think in short they are the bit that reads and writes to the Internet.
Protocols such as ftp, smtp, etc. all run on top of them.  You open one on a
specific port and read and write to it, in a format that matches the
protocol you're trying to use.  Check out the scripted http server in the
directory: ftp://ftp.metacard.com/MetaCard/2.3
