No it wouldn't.
Please do not send binary attachments to a discussion list. Its fine to
send it direct to any one who requests it, or to post it on a web or FTP
site for download, but it is a breach of ettiquette to clog people's
inboxes with multi-K (or worse, multi-Meg) attachments.
This goes double for discussion lists that go into a digest (like this
one), because (1) you can't even delete the offending email without also
deleting all the other messages in that digest; and (2) the attachment
usually ends up as a useless stream of hex characters in the body of the
message instead of a binary attachment.
