It should always return to the standard cursor (browse hand) whenever
whatever operation caused the watch cursor to appear completes. If
you find a reproducible example (with 2.3, anyway ;-) please send in a
bug report including the recipe.

Upgrading to 2.3 would be a good thing to try, as would looking into
any calls to "lock screen", especially unbalanced ones (where you lock
more times than you unlock). Also setting the lockCursor property to
true is more likely to cause problems like this in 2.2.X, though not
in 2.3 which doesn't ever set the cursor to watch if you've locked it.
