Agreed.  I have taken to manually cycling through the frames of a GIF to 
avoid having it jump back to frame 1 as Hugh said.  If you play the GIF 
once through, I would expect it stop on the last frame.  Unless there's 
some other reason to "reset" GIFs when they're done playing, I would vote 
for having them stop on the last frame.
