Legally, I believe the answer is that you cannot distribute fonts 
unless specifically licensed to do so (very rare) or unless they are 
your own designs.  You could try the FontoGrapher route to making 
your "own" fonts??

However, if they are fonts which are no commonly available with Win 
98, etc. then you might get away with it (but it's still illegal!).
