Put a note in the read me:

If you are running at 800x600, the task bar must be at the bottom.

Or if you must, set the backdrop.

But IMHO this is *not* a problem you should have to worry about - its common
to any Windows application, and most people have their taskbar at the
bottom.  If you have an 800x600 display it goes without saying you need to
arrange your screen so things fit - just like you move windows around in
order to see their contents.  I wouldn't give it another moments thought.
