I didn't see an answer to your question yet, so... 
When your HD spins, it may be that the OS is reading a fresh instance of its
shell command processor (command.com) into memory from the HD. It would be doing
this in response to MC's request for a new shell; and of course MC would be
requesting it in response to the "shell" function in your script.

That's a guess, but it seems plausible to me.
