Icon color depth on PC

Making an Icon is pretty simple on the Mac side, but I am having problems 
with the color depth.  It seems like even if I make an icon in 8 bit or 4 bit 
the eventual icon's color scheme is off.  Can the color depth be increased 
for metacard .exe icons>?
