Can anyone tell why this script is telling me that the URL is not a stack?

    if word 1 of url href is "#!/bin/sh" then
      go url href
    else
      answer "URL" && href  && "is not a stack."
      unload url href
      exit to MetaCard
    end if

The url href is a stack: haportal.mc and begins like this:

#!/bin/sh
# MetaCard 2.3 stack
# The following is not ASCII text,
# so now would be a good time to q out of more
exec mc $0 "$@"



Now the strange part is that my Mac "custom engine/standalone" downloads it
just fine, but the Windows one does not...

It used to work but now I am getting messages from Windows's users like
this: "I downloaded Himalaya Academy Zip for Windows, created a folder on
the hard drive, and clicked Open Portal. But it gave a URL address
http://www.himalayanacademy.com/studyhall/haportal.mc  is not a stack.
So nothing opened.

Since it works on a Mac... I haven't a clue why it won't work on Windows...
