As Richard explained, this window resizing is how Metacard allows for 
the difference between Windows and Mac menu placement.

Depending on what you want to do, there may be a cure.

If you want to have a Mac style menubar (top of screen), but don't 
want the window to resize: after creating the menubar group, and 
while it is visible at the top of the window (i.e. Edit Menus is 
checked in the stack properties) remove the group from the card 
(Backgrounds dialog). Then uncheck Edit Menus. The menu should now 
appear in standard Mac style but the window will remain the same size 
across platforms. (To edit the menu later, you will need to place the 
group on the card again.)

If you want the menu to appear Windows style at the top of the window 
(sacrilege for many on this list :)), then remove the group name from 
the Menu Bar field in the stack properties (or "set the menubar of 
stack <stackname> to empty").
