Ok, it gets wierder... both Rev 2.2 and Rev 2.5b1 exhibit "just
fine" paint
tools behavior - no wierd spray can/select issues here. It must be
in the MC
IDE, but I don't know where...
It's not quite so simple -- try this in the Message Box of either IDE:
   choose spray can tool; put the tool

But also try this in the message Box:
set the tool to "spray can"; put the tool

A little addition:
choose spray can tool; put the tool                -->   select tool   
--> but shows spray can cursor  (MC) or arrow cursor (RR) and sprays
choose "spray can" tool; put the tool             -->   spray tool    
--> but shows cross cursor and no action
set the tool to "spray can"; put the tool          -->   spray tool    
--> but shows cross cursor and no action
